Не могу добавить миграцию. Не найден поставщик Entity Framework для поставщика ADO.NET с инвариантным именем «Oracle.ManagedDataAccess.Client»

пытается добавить миграцию, и вдруг у меня появляется эта ошибка. Пробовал гуглить но
