Я отмечаю, что журнал ссылается на 2.141.0, где я восстанавливаю последний SDK 2.1.403. Почему это так? Может ли быть так, что размещенный агент VS2017 не поддерживает последнюю версию .netcore?

В вашем случае определение находится в переменной $(Parameters.projects).
