Я думаю, для вас очевидно, что в конечном итоге вам понадобится одно из следующих условий SQL:

age BETWEEN @ageFrom AND @ageTo
// OR
age >= @ageFrom AND age <= @ageTo

Но я не рекомендую вам расширять свой метод CreateSqlFilter, потому что делать все универсально - не очень хорошая практика. Вы можете просто создать другой метод, который будет создавать условия фильтра.

Также я предлагаю вам удалить параметр Control userInputControl из вашего построителя запросов и принять вместо него string value. Это сделает ваш метод независимым от пространства имен WinForms.
