Переписать на https не работает в .htaccess

Я пытаюсь настроить новый файл .htaccess, и кажется, что все работает, кроме перенаправления HTTP на HTTPS.

Я пробовал 

RewriteEngine On
RewriteCond %{HTTPS} !=on
RewriteRule ^.*$ https://%{SERVER_NAME}%{REQUEST_URI} [R,L]

Но это не сработало. Вот мой полный файл .htaccess в его текущей форме.

Чего мне не хватает?

В зависимости от конфигурации хоста / сервера попробуйте 

RewriteCond %{HTTP:X-Forwarded-Proto} !https
RewriteRule ^ https://%{HTTP_HOST}%{REQUEST_URI} [L,R=301]

или 

RewriteCond %{HTTPS} off
RewriteRule ^/?(.*) https://%{SERVER_NAME}/$1 [L,R=301]
...
