Я пытаюсь опубликовать свою библиотеку Android с Jitpack. Но получаю buildscript {} blocks must appear before any plugins {} blocks ошибку.

Если вышеупомянутый файл build.gradle завершен, то я считаю, что он не завершен. Файл build.gradle вашей библиотеки должен выглядеть примерно так:
