TabLayout загружает фрагменты, но его BottomNavigationView не отображается снизу

вызов TabLayout и загрузка фрагментов. Предварительный просмотр фрагментов не проблема, все в порядке. Проблема запуска после загрузки фрагментов. BottomNavigationView
