push-уведомления не отображаются в версии kitkat 4.4.2

Question

На самом деле я пытаюсь показать push-уведомления в вышеупомянутых версиях kitkat 4.4.2, но он работает только в версиях Above lollipop.И я включен Все кнопки.тогда я тоже получаю ту же ошибку.и ниже я упомянул мой код один раз проверить его. Пожалуйста, кто-нибудь, помогите мне.
