Cosmos DB Rest API - создание прав доступа пользователя

Я могу создать пользователя, используя тот же базовый процесс, но разрешения не работают с

Invoke-RestMethod: удаленный сервер возвратил ошибку: (401) не авторизован.

Я знаю, что есть модуль Powershell, но он есть в нашем разделе, поэтому я не могу использовать неподписанный модуль.

Есть идеи? Ключ копируется / вставляется и работает с аналогичным пользователем create. Интересно про тип ресурса ....
