Выдает исключение при вызове для регистрации собственного хост-API Owin без разрешения администратора, но когда мы попытались запустить его с правами администратора, он работает хорошо.

Но мы не хотим запускать его с администратором из-за строгого контроля разрешений в компании. Есть ли подсказки, чтобы это исправить? Очень признателен.
