Как исправить ограничение максимальной длины пути загрузки нескольких файлов в ASP.Net MVC 5?

Мой файл загружен нормально работает с City 3 , но для других городов это не так.Я следовал совету на этом сайте при редактировании web.config, но мне не повезло сделать это правильно.Чего мне не хватает?

Проверенные файлы CSV City 1 CSV => не работает с обычным браузером, но работает на хром 484 файла9,40 МБ

City 2 CSV => не работает с обычным браузером, но работает на хром 824 файла31,7 МБ Город 3 CSV => загрузка и работа 396 файлов10,7 МБ

Размер одного CSV-файла составляет от 150 КБ до минимума 1 КБ.Пример имени файла: City1-Fixed-FC6947BDF3AA-GTW_FC6947BDF3AA_OMS_RDS_20190127_110000.csv

Я хочу выгрузить все файлы независимо от того, сколько их было, если размер файла находится в диапазоне 100MB. Любой обходной путь приветствуется.
