Это раздел реестра, который дает разрешение на:

HKEY_LOCAL_MACHINE \ SOFTWARE \Microsoft \ ADHealthAgent \ Синхронизировать

Убедитесь, что вы вошли в виртуальную машину как администратор облачного хранилища, а также убедитесь, что вы явно запускаете Powershell от имени администратора, если выполняете установку через Powershell.Также убедитесь, что вы устанавливаете последнюю версию AAD Connect.

У учетной записи администратора сервера должны быть права доступа к реестру.В настройках вашей системы на ВМ обязательно добавьте свою учетную запись в качестве администратора.
