Благодаря функции маршрутизации атрибутов контроллер POCO поддерживает aspnet.Это позволяет использовать любой класс в качестве контроллера.Но вы потеряете все утилиты и помощники, предоставляемые базовыми классами фреймворка.

Класс Controller наследуется от ControllerBase и добавляет поддержку представления.В вашем случае достаточно ControllerBase.
