$ ls ~/.docker

Имея ту же проблему.Это наконец-то сработало для меня после того, как я перезапустил свой ноутбук (на котором установлена ​​Ubuntu 18.04).Выйти из системы и обратно недостаточно.

Вручную создайте папку .docker, используя mkdir .docker, прежде чем перезапускать.
