Библиотека com.google.android.gms: play-services-measure-base запрашивается различными другими библиотеками по адресу [[16.0.5,16.0.5], [16.3.0,16.3.0]], но разрешается до 16.3.0.Отключите плагин и проверьте дерево зависимостей, используя./ gradlew: app: зависимости.
