В вашем make-файле нет цели clean.Попробуйте: 

APP := test

APP_OBJS := test.o new.o

.PHONY: all build clean

all: build

build: $(APP)

$(APP): $(APP_OBJS)
    $(CC) $(LDFLAGS) -o $@ $(APP_OBJS) $(LDLIBS)

clean:
    $(RM) $(APP) $(OBJS)
...
