Ошибка команды переноса php artisan: Illuminate \ Database \ QueryException: SQLSTATE [HY000] [2002] Соединение отклонено

Я пользователь Debian

Когда я создаю проект laravel (последняя версия) и запускаю команду php artisan migrate, я сталкиваюсь со следующей ошибкой:

В версии 5.4 янет проблем 

 Illuminate\Database\QueryException  : SQLSTATE[HY000] [2002] Connection refused (SQL: select * from information_schema.tables where table_schema = ticket and table_name = migrations)

Я не уверен на 100%, но это может сработать, если вы попытаетесь изменить DB_HOST с 127.0.0.1 на localhost
