Webapi 404 на Windows Server 2016 IIS 10

У нас есть приложение webapi, которое мы размещали на Windows Server Standard в IIS 7. Недавно мы перенесли его на AWS с Windows Server 2016 IIS 10. По какой-то причине оно больше не работает.Каждый маршрут отвечает 404. Я часами гуглял это и не могу найти решение.

Вот наш web.config.

Из того, что я прочитал, нам больше не нужна эта строка 

<modules runAllManagedModulesForAllRequests="true" />

, но даже после ее удаления она не имеет значения.

Помимо комментария выше .. Вы можете попробовать это Под <configuration> <system.web> element 

<customErrors mode="Off" />
 <trust level="Full" originUrl="" />

Я не уверен, но вы можете попробовать.
