Я думаю, что у вас проблема здесь @ comment.comments.build, поскольку @article has_many комментирует, и при первом создании @comment это ноль, и ошибка, показывающая, что ошибку

можно изменить на

<%= form_for([@article, @article.comments.build]) do |f| %>
