Команда неверна.Вы указываете нотариальный сервер dockerhub: -s https://notary.docker.io -D -v

Для реестра ACR нотариальный сервер совпадает с вашим сервером реестра (testhelloworld.azurecr.io).

Если вы просто хотите отправить подписанное изображение, проще всего использовать docker cli вместо нотариального cli:

set DOCKER_CONTENT_TRUST = 1 push-уведомление testhelloworld.azurecr.io/hello-world:latest
