ScrollView внутри RecyclerView не работает

Question

Я пытаюсь реализовать ScrollView в моем RecyclerView, но он не прокручивается. RecyclerView прокручивается по горизонтали, но ScrollView прокручивается по вертикали

Я пробовал с NestedScrollView, но это все та же проблема.
