Я был вынужден обновить Windows (ага, мне нравится, что заставил обновляться).
После того, как эти обновления были установлены, wampserver больше не загружает все службы ... в частности, wampapache64 service

is not started.
Единственное, что появляется в apache_error.log после попытки его запуска:
