ProgressBar не отображается в WebView, расположенном во фрагменте

Всякий раз, когда я вношу фрагмент, мне показывают пустое пространство в течение нескольких секунд, затем появляется веб-страница в WebView. Кажется, что ProgressBar не показывает.

Вот мой XML-файл для фрагмента, WebView и ProgressBar в

Просто объявите ProgressBar ниже Webview вот так
