Как исключить определенный каталог из .htaccess mod_rewrite?

Это мой текущий файл .htaccess.

RewriteCond %{REQUEST_URI} ^(.*)//(.*)$
RewriteRule . %1/%2 [R=301,L]

RewriteCond %{REQUEST_FILENAME} !-f
RewriteCond %{REQUEST_FILENAME} !-d

Я бы хотел отключить каталог api из mod_rewrite. Я добавил RewriteRule ^(api)($|/) - [L] сверху, но он не работает.
