Я думаю, что вы можете получить эти ошибки, потому что вы ранее установили act-native-cli во всем мире. Итак, сначала удалите act-native-cli , используя следующую команду: 

npm uninstall -g react-native-cli

Теперь попробуйте создать проект: 

npx react-native init travelApp
...
