Сбой установки пакета `isoband`,` testthat.h` не найден

решаемая. Причиной проблемы было то, что после серии обновлений Ubuntu и R в моей системе оставалось несколько устаревших пакетов, установленных из исходного кода.

Сначала я открыл консоль R и искал пути для R пакетов, собранных с версией до 3.6: 

> unique(subset(as.data.frame(installed.packages()),
                grepl("^3\\.[^6]", Built))[, "LibPath"])
[1] /usr/local/lib/R/site-library /usr/lib/R/library

Поскольку невозможно применить remove.packages() к этим устаревшим пакетам, я переключился на bash и перечислил все пути пакетов : 

>grep 'Built: R 3.[0-5]' /usr/local/lib/R/site-library/*/DESCRIPTION /usr/lib/R/library/*/
DESCRIPTION

Я удалил (просто удалил из /usr/local/lib/R/site-library/ и /usr/lib/R/library/) пакеты из вывода предыдущих команд, и теперь все работает.
