После того как вы установили что-то в конфигурации, убедитесь, что вы запустили: php artisan config: cache.

Я также предлагаю создать разные миграции для каждой таблицы, которая у вас есть. Это станет более управляемым, и теперь вы точно определите, какая миграция не удалась.
