Нет модуля с именем 'Cython' с установкой pip tar.gz

Я использую Poetry для создания файлов tar.gz и whl для моего примера пакета (https://github.com/iamishalkin/cyrtd), а затем пытаюсь установить пакет в среде pipenv. Сбой установки tar.gz, и это часть журналов: 

$ poetry build
...
$ pip install dist/cyrtd-0.1.0.tar.gz
Processing c:\work2\cyrtd\dist\cyrtd-0.1.0.tar.gz
  Installing build dependencies ... done
  Getting requirements to build wheel ... done
    Preparing wheel metadata ... done
Requirement already satisfied: cython<0.30.0,>=0.29.13 in c:\users\ivan.mishalkin\.virtualenvs\cyrtd-tpdvsw8x\lib\site-packages (from cyrtd==0.1.0) (0.29.15)

  ModuleNotFoundError: No module named 'Cython'

ERROR: Could not build wheels for dxpyfeed which use PEP 517 and cannot be installed directly

Cython установлен и вызывается из виртуального интерпретатора. Даже в логах написано, что требования для cython удовлетворены. Что странно - все отлично работало пару месяцев go. Я также попробовал conda venv, обновил cython и поэзию, ничего не помогло. Также пробовал слабо связанный обходной путь из setup_requires с Cython? - все еще не повезло

Идея состоит в том, чтобы добавить 

from setuptools import dist
dist.Distribution().fetch_build_eggs(['cython'])

перед импортом Cython.Build

После этого я получаю следующие журналы: 

$ pip install dist/cyrtd-0.1.0.tar.gz

Добавление cython в раздел build-system в pyproject.toml помогло мне

pyproject.toml: 

...
[build-system]
requires = ["poetry>=0.12", "cython"]
...
...
