Проблема языкового стандарта Bot Framework Emulator для pt-BR

Я сталкиваюсь с проблемой эмулятора бот-фреймворка, когда пытаюсь использовать образец Microsoft Virtual Assistant на бразильском португальском (pt-BR). В примере Microsoft у нас есть следующий метод в классе BotService.cs

Другими словами, основная ошибка

System.ArgumentOutOfRangeException: Index and length must refer to a location within the string. (Parameter 'length')
   at System.String.Substring(Int32 startIndex, Int32 length)

Очевидно, переменная "locale" равна null , и по этой причине ошибка происходит. Поэтому я считаю, что ошибка не в коде, а в эмуляторе бота Ma c, поскольку в эмуляторе бота Windows этот же код работает отлично.

Как можно видеть по ссылке (изображению) ниже, я настроил мою переменную локали в эмуляторе платформы бота как "pt-BR". Тем не менее, это не root причина ошибки, а что-то еще, что я не смог определить.
