Поскольку я установил certbot в Debian 10, он всегда показывает эту ошибку:

Последний источник прекрасно работает и может быть установлен с однострочником для установки certbot . 

curl -o- https://raw.githubusercontent.com/vinyll/certbot-install/master/install.sh | bash

Это решено для меня, и есть также удаление, когда certbot PPA будет исправлено снова.
