  1. Речь идет не о Azure, а потому что sla sh (/), представляющий каталог в URL, также был закодирован в %2F вашим javascript encodeURIComponent(filename) функция.

    В вашем случае / - это не часть имени файла , а разделитель для подпути. Примечание ОС Linux / Windows запретит нам использовать / как часть имени файла. Другими словами, символ sla sh (/) должен быть NOT .

  2. Если вы хотите, чтобы ваше имя файла представляло путь к какому-либо файлу, например /202318/SørveivtestFil/med/Sash og space.PDF, используйте encodeURI(filename) вместо encodeURLComponent(filename): 

    > encodeURI(`/202318/SørveivtestFil/med/Sash og space.PDF`)   
"/202318/S%C3%B8rveivtestFil/med/Sash%20og%20space.PDF"

  3. Примечание encodeURI(filename) не сбежит A-Z a-z 0-9 ; , / ? : @ & = + $ - _ . ! ~ * ' ( ) # ( См. Эту тему ). Если вы хотите закодировать все, кроме sla sh (/), сделайте это следующим образом: 
    > filename.split('/').map(e => encodeURIComponent(e)).join('/')
