Ошибка установки Wix 3.11 с visual studio 2017

Вы также установили расширение visual studio? Сделайте это в первую очередь и создайте новый проект с индивидуальными действиями и посмотрите, воспроизводится ли проблема. Если это так, сравните два файла .CSPROJ.
