Ошибка: исполняемый файл pg_config не найден. Я пытаюсь установить pip3 psycopg2 с python3 .7.

я использую aws linux, который по умолчанию python равен 2.7. Я установил 3.7 и изменил псевдоним python = python3 сейчас, когда я python -V получаю: Python 3.7.6. я запускаю pip3, устанавливаю psycopg2

и получаю: 

pip3 install psycopg2

я пытаюсь скопировать бинарный файл с pip3: pip3 install psycopg2-binary и сделал: pip3 -list, и результат:

sudo amazon-linux-extras install postgresql10

почему я все еще получаю сообщение об ошибке?
