Я хочу создать новый angular проект, который я использовал ng new hello-world, поскольку проект начал строить, он застревает в | Installing packages... и выдает предупреждение, что

Это решило проблему для меня,

открыть cmd / terminal как режим администратора.

Выполнить следующие команды, 

npm cache clean --force

npm install
...
