Я тупой, и мне следовало поиграть с ним больше.

Как и упоминается в статье, используйте .configureBabel для включения плагина.

Итак, теперь мой веб-пакет то же самое, но с этим дополнением после configureBabelPresetEnv() добавить: 

.configureBabel((config)=>{
        config.plugins.push('@babel/plugin-proposal-class-properties');
    })

Итак, новый файл webpack.config.js теперь выглядит так:
