Управление зависимостями в maven

Может ли кто-нибудь объяснить мне, почему мой родительский POM не предоставляет версии зависимостей для моих дочерних проектов? Я прочитал 10 раз документы на сайте maven и застрял.

Вот мой родительский POM

в этом примерная версия для шлюза API не предоставлена. На мой взгляд Hoxton.RELEASE должен установить версию 2.2.1.
