Вы можете расширить класс JOptionPane и переопределить метод рисования.

Edit: В зависимости от разрешения и качества изображения вы можете растянуть его с помощью AffineTransform во время событий WindowResize без особых искажений. Это позволит вам обработать несоответствие размера панели JOptionPane и изображения, указанное ниже.
