Очень похоже на сеанс, в котором запускается приглашение к входу в систему и заставка. Вы делаете снимок рабочего стола этого сеанса, в нем ничего нет. Получение доступа к рабочему столу пользователя больше невозможно. Это функция безопасности, она предотвращает разрушительные атаки. Правда, я не понимаю, почему флажок «взаимодействовать с рабочим столом» не был снят.

Вам нужно будет изменить программу, чтобы она работала как «приложение для Windows», а не как служба. Поместите ярлык в папку «Автозагрузка» или используйте ключ реестра «Выполнить». Что хорошо, ничего особенного не стоит делать, когда ни один пользователь не вошел в систему.

В случае XP / 2003 должен помочь Interact с рабочим столом.В случае Windows 7 / Windows 2008 Interact с рабочим столом работает иначе.

Лучшим решением для вас будет анализ сеансов входа в систему из службы и, для нового сеанса, запуск процесса «рабочего стола» в пользователесеанс и общаться с этим процессом, чтобы получить экраны.
