Я смотрел на другие вопросы и до сих пор не могу понять это.

Он работает в FF и Chrome, но не в IE (я использую IE 8).

вам нужно установить -ms-filter в IE 8 

opacity: .70; /* Standard: FF gt 1.5, Opera, Safari */
filter: alpha(opacity=70); /* IE lt 8 */
-ms-filter: "alpha(opacity=70)"; /* IE 8 */
-khtml-opacity: .70; /* Safari 1.x */

Я просто изменил цвет, чтобы он выглядел так, будто я меняю непрозрачность.IE не удается ...

Непрозрачность не поддерживается в IE8 - вместо этого вы можете использовать градиентный фильтр MS:

opacity: 0.7; 
-ms-filter: "alpha (opacity=70)"; 
filter: alpha (opacity=70);

Попробуйте использовать: 

opacity:.70;
-ms-filter:"progid:DXImageTransform.Microsoft.Alpha(Opacity=70)";
filter:alpha(opacity=70);
...
