Почему <taglib>вызывает у меня проблему в моем файле web.xml?

У меня есть этот web.xml 

<?xml version="1.0" encoding="UTF-8"?>
  <web-app xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance" xmlns="http://java.sun.com/xml/ns/javaee" xmlns:web="http://java.sun.com/xml/ns/javaee/web-app_2_5.xsd" xsi:schemaLocation="http://java.sun.com/xml/ns/javaee http://java.sun.com/xml/ns/javaee/web-app_2_5.xsd" id="WebApp_ID" version="2.5">
   <display-name>jsp-tags</display-name>
     <taglib>
       <taglib-uri>mytags</taglib-uri>
       <taglib-location>/WEB-INF/mytaglib.tld</taglib-location>
    </taglib>
    <welcome-file-list>
    <welcome-file>index.html</welcome-file>
    <welcome-file>index.htm</welcome-file>
    <welcome-file>index.jsp</welcome-file>
    <welcome-file>default.html</welcome-file>
    <welcome-file>default.htm</welcome-file>

   </welcome-file-list>

Подсвечивается и выдает сообщение об ошибке в IDE: «Обнаружен недопустимый контент, начиная с элемента ...

нужно сделать?

Используйте это обозначение: 

<jsp-config> 
        <taglib> 
               <taglib-uri>mytags</taglib-uri> 
               <taglib-location>/WEB-INF/jsp/mytaglib.tld</taglib-location> 
        </taglib> 
</jsp-config>

Но я рекомендовал прочитать эту ссылку . Из этого туториала вы узнаете, как избежать объявления тегов в web.xml в случае JSP 2.0

В XSD, указанном в вашем XML, говорится, что для сложного типа web-appType у вас может быть только выбор от нуля до многих из следующих элементов:

Элемент taglib вообще не указан в XSD.

Из чтения этой ссылки может показаться, что вам не нужно объявлять метки в документе веб-приложения. Наличие атрибута version = "2.5" означает, что вы можете ссылаться на теги в своих JSP.

Если taglib находится внутри зависимости maven, просто установите область для компиляции. 

<dependency>
     <groupId>org.apache.struts</groupId>
     <artifactId>struts-taglib</artifactId>
     <version>1.3.10</version>
     <scope>compile</scope>
</dependency>
...
