Проблема в том, что SOAP-действие не выполняется. И мне также нужно передать аргументы в действие. Это вообще возможно?

Вам нужно указать для параметров cURL значение POST и установить тело запроса - если вы не отправляете тело, в запросе POST нет смысла (и, что более важно, это не SOAP). Создание полного заголовка HTTP-запроса просто не обрежет его.
