файлы не создаются, а структуры папок не генерируются

Question

У меня возникли проблемы при попытке загрузить файл. цель состоит в том, чтобы создать структуру каталогов на основе рабочего идентификатора, но не создавать папку или загружать файл, а возвращать, что это удалось, но также не удалось, я провел последние несколько дней, пытаясь исправить это, но не безуспешно, может кто-нибудь увидеть, что с ним не так или указать мне в правильном направлении
