Спасибо Саймону Мурье за элегантный способ решения этой проблемы. Я сделал небольшое улучшение и заключил решение Саймона в присоединенное свойство.
В моем приложении я использую элемент управления WebBrowser с данными, привязанными к viewmodel, веб-браузер может быть скрыт на неактивном TabItem, поэтому я должен проверить, что он был Loaded и Navigated перед установкой javascript ошибки молчат. И, конечно, эту настройку нужно выполнить только один раз, поэтому после настройки я освобождаю перехваченные события.
