Я пытаюсь построить таблицу с двумя кросс-таблицами и несколькими столбцами. У меня это до сих пор, и когда я запускаю это

Вы можете запустить отдельный запрос PIVOT для каждой из 3 возрастных групп, а затем выполнить внешнее присоединение результатов к запросу города и пола:
