Возможно, вы где-то испортили маршрут, или у вас есть контроллер с именем assets_controller или что-то еще, что вызывает конфликт имен с путем /assets/scaffold.css По существу ошибка говорит вам, что /assets/scaffold.css интерпретируется как /controller/action.format - что означает ...

Он думает, что assets_controller существует, и вы пытаетесь вызвать действие scaffold, запрашивая ответ в формате .css.

Кроме того, убедитесь, что ваш файл scaffold.css по этому пути находится в %APP_ROOT%/public/assets/scaffold.css
