Вот код, который генерирует файл .xls с использованием JXL:

По какой причине создание .xlsx с POI намного медленнее, чем создание .xls?

xls - это двоичный формат, xlsx - это формат, основанный на XML, и для чтения / записи требуется больше работы.

xlsx также может потребоваться модель документа в памяти для анализа / построения XML, что может быть более сложным.

Наконец, xls можно оптимизировать лучше, поскольку он поддерживается дольше.
