gem fetch sqlite3
Затем распаковал его
gem unpack sqlite3-1.3.5.gem
и вставил в новый каталог
cd sqlite3-1.3.5
Выполнено
ruby setup.rb config
Затем cd'ed в ext / sqlite3
и затем выполнено make
