Ловля SOAP в C #, в DLL

Question

Я создаю DLL, которая должна использоваться некоторыми другими приложениями, которые я создаю.Часть функциональности DLL заключается в регистрации всех транзакций SOAP.

Моя проблема в том, что требуется добавить следующее в app.config (конец страницы ссылки).
