Да, это API Pay Pal :)

Образец, вероятно, немного устарел.Класс NVPCallerServices теперь называется CallerServices.

Поэтому попробуйте заменить строку

NVPCallerServices caller = new NVPCallerServices();

на

CallerServices caller = new CallerServices();
