Android TabLayout скрывается из-за перекрывающегося содержимого в представлении

Я создал tabLayout, используя TabActivity, и сделал его расположенным внизу, а не сверху.Теперь моя проблема в том, что когда содержимое представления выходит за границы, оно закрывает панель вкладок.Как это исправить и сделать верхнюю часть панели вкладок нижней частью экрана, особенно когда я использую представление прокрутки.

            android:layout_height="0dip"
            android:layout_weight="1.0"/>
        <TabWidget android:id="@android:id/tabs"
            android:layout_width="fill_parent"
            android:layout_height="wrap_content" 
            android:gravity="bottom"
            android:layout_alignParentBottom="true"/>
    </LinearLayout>
</TabHost>

Здесь содержимое вкладки занимает только то место, которое осталось после виджета вкладки.
