                System.out.println("Byee :)") ;
                System.exit(0);

Мне нужна программа, которая запускается снова, если пользователь вводит что-то отличное от «да»

Вот что вы можете сделать

иметь такой флаг

boolean quit = false;

и какое-то время заключать в себе ваши варианты

while(!quit){
...
...
}

и

установите quit = true, если пользователь хочет выйти.
